Birth of the puppies,and dog health?

my dog gave birth to 9 puppies all of them is healthy didnt none die .but when she gave birth she was eating the sac placenta or what ever that stuff is she ate all of it was that ok?and what good does it do when she eat it?and one of the pups the "runt" how i get it to gain more wieght?
