Is there any evidence that all races have on average the same intelligence?

If they can have different skin color hair texture facial features be more susceptible to different diseases and have different levels of testosterone shouldn't we at least explore the idea that on average some races might be genetically smarted than others so we wont keep blaming the failures of some people on racism or lack of education
