Any cl action against AT&T for discrimination-FORCING dial up on customers who live out IN THE COUNTRYSIDE?

I have tried and tried to get AT&T to connect us to DSL. I have been told by one of the techs that they have a "hot box" out here ready to turn on. We have AT&T phone service with phone lines capable of DSL - yet they refuse to provide updated, quality service to "those living in the country". I have tried to get the independent services to put in lines for DSL but we are too far from the road. Any information about this lack of quality service?
