Why the hell does he do this over and over again?!?!?

today my bf asked me to meet him after college at his place and coz i have aloada work to do on a business plan i sent him a txt and said cant you come into college and meet me and he hasnt replied. recently over the week he has been actin wierd like this on the fone hes like normal but then it quietens...any ideas? :(
